Stuart brings over two decades of strategic leadership advising senior ministers and delivering high-stakes political campaigns in New Zealand.
In his most recent role as Specialist Ministerial Advisor to New Zealand’s Deputy Prime Minister, Hon David Seymour, Stuart spearheaded critical initiatives in the regulation and finance portfolios. He drove the creation of the Ministry for Regulation and played a pivotal role in developing landmark legislation, including the Regulatory Standards Bill and Overseas Investment Bill, demonstrating his exceptional ability to navigate complex regulatory environments.
As one of New Zealand’s foremost political campaign managers, Stuart has directed senior operational and strategic efforts in eight general election campaigns since 1999, alongside numerous by-elections and local government races. His global experience extends to campaigns in the UK, USA, Canada, and Australia, where he honed strengths in political polling, field operations, and strategic message development.
Earlier in his career, he worked as an international hospitality consultant across North America, the Middle East, and Africa. Stuart holds a master’s degree in real estate from Cornell University.
